State Data Centre

The State Data Centre (SDC) has been identified as one of the element of the core infrastructure for supporting e-Governance initiatives of NeGP (National e-Governance Plan). The establishment of State Data Centre (SDC) for Tamil Nadu has been initiated as per the guidelines of SDC. It is a Scheme shared between Central and State. The SDC will consolidate services, applications and infrastructure to provide efficient electronic delivery of G2G, G2C and G2B Services. State Data Centre would provide many functionalities via TNSWAN (Tamil Nadu State Wide Area Network) and CSC (Common Service Centre).

DIT, Government of India (GOI) has issued administrative approval of the project at an estimated cost of Rs.55.80 Crores as DIT Share, being Capex as Rs.14.61 Crores and OPEX as Rs.41.19 for 5 Years, vide Administrative Approval letter No.3(24)/08 EG-II dt. 28.02.2008.

Government of Tamil Nadu (GoTN) issued G.O.Ms.No.15 of Information Technology Department dated 29.07.2008 for establishing SDC at an estimated cost of Rs.55.80 Crores over five year period funded by Government of India and nominating ELCOT as the Implementing Agency of the project.

Project Implementation Committee had been formed by the State Government vide G.O.Ms.No.20 dated 20.09.2008 as per the guidelines of DIT, GOI to monitor the project. As per the guidelines of DIT, GOI and the draft Memorandum of Understanding (MOU) received from DIT, an MOU has to be entered between State and NIC. As per MOU, Composite Team will be constituted which shall provide complete hand holding for infrastructure upkeep, operations and management, including issues related to business continuity for e-Governance projects like TNSWAN, TNSDC, CSC, NICNET, NIC State level Data Center, and public data networks from TSPs will require to be integrated into a unified and secure Cyberspace for e-Governance activities of the State, etc. A draft MOU has been prepared and is under consideration of the Government.

M/s. PricewaterhouseCoopers Pvt. Ltd (PWC), New Delhi is the Consultant empaneled for Tamil Nadu, who have submitted the draft RFP (Request for Proposal) for selection of Data Centre Operator (DCO). The same is submitted to GoTN for getting approval of GOI after incorporating the suggestions given by PIC during the meeting held on 11.05.2009 and as per the guidelines of DIT, the Draft RFP was submitted to DIT, GOI for getting approval during July, 2009. DIT, GOI has issued approval for the RFP for the selection of DCO on 18.01.2010.

The tender for selection of Data Centre Operator (DCO) for TNSDC was published on 21.01.2010 and the tender process got completed as on 05.05.2010. The LOA was issued to M/s.WIPRO Ltd., on 16.06.2010. The project implementation is under progress and will be completed by Nov-Dec'2010.
